Oakley, Jason Neace, Tammy Wright, Carlton Lowley and Kristy Clymer will be charged by summons with possession of drug paraphernalia, Alerica said.
There was also a warrant out for Neace from Pocono Mountain Regional police, the news release said.
In addition to the drugs, police recovered about ,000 in cash, a 9 mm handgun stolen in a burglary in the territory of Pennsylvania State Police at Belfast, drug paraphernalia and packaging materials, Alercia said.
In addition to "illegal renters," several people were known to stay overnight on the second floor.
All eight renters were using a single bathroom and kitchen, Alercia said.
The basement was coated with black mold, Alercia said.
He will be arraigned before District Judge Jacqueline Taschner on charges of possession with intent to deliver crack cocaine, possession of heroin, receiving a stolen firearm and possession of drug paraphernalia, police said.
Hernandez was also wanted on a Northampton County bench warrant, Alercia said.

Derwin Wright will be mailed a summons charging him with possession of a controlled substance, Alercia said.
